The American Jobs Act supports the National Broadband Plan. That plan calls for redesignating 40% of the spectrum now licensed to TV stations. The idea is that reallocated spectrum would support the development of a much needed public safety network and support the development of nationwide wireless broadband. The revenue from auctions could be used to reduce the deficit. The development of the public safety network and nationwide broadband would stimulate the economy and create jobs.&lt;br /&gt;&lt;br /&gt;The problem is that to generate that amount, licensees of two satellite companies and dozens of TV stations would have to participate in the "voluntary auctions". The mechanics of redesignating 40% of spectrum remains a mystery because no broadcasters have indicated a willingness to sell off their spectrum...at values that could well be less than market value. The National Association of Broadcasters has said that allocating 40% of spectrum without voluntary participation would knock 210 full-power station off-air and force 672 to relocate to a different channel.&lt;br /&gt;&lt;br /&gt;In that senerio...because of cross-border considerations and other technical inference standards, &lt;em&gt;&lt;strong&gt;all stations &lt;/strong&gt;&lt;/em&gt;in the Watertown market would be knocked off-air with no channel to relocate to. WNYF were taking.  The transition to all DTV broadcasts was completed by WWNY and a transition to DTV by WNYF has also been accomplished, even though the FCC has not mandated that change for Low-power stations.  &lt;br /&gt;&lt;br /&gt;While our transmission infrastructure is complete we continue to seek improvements.  WWNY continues to explore a power increase and we are continually improving our production facilities, so that we can expand our HDTV offerings.&lt;br /&gt;&lt;br /&gt;Many viewers are still frustrated with reception issues.  This is a characterisitic of DTV...we can't change the laws of physics.  We can reccomend that you install the best UHF/VHF outdoor antenna you can to combat reception issues. The transmitter, located in South Colton, is designed to increase the St. Lawrence County coverage area for FOX 28.  As an added bonus, the local CBS station, WWNY, will be carried on a secondary channel. &lt;br /&gt;&lt;br /&gt;Some viewers lost local television signals in the 2009 digital transition when stations were forced to turn off their analog signals. United Communications Corporation, the parent company of WWNY and WNYF, applied and received permission to build a new FOX digital facility from a new location and with more power to increase its coverage area. FOX-28’s ability to transmit a secondary channel of WWNY’s programming might help gain back WWNY viewers lost in that DTV transition.&lt;br /&gt; &lt;br /&gt;Area residents should re-scan their television tuners and may need to realign their antennas towards the new transmitter facility.&lt;br /&gt;&lt;br /&gt;Viewers should have a VHF/UHF antenna (outdoor is best) orientated towards S. Colton NY.  WNYF will be received on channel 28.1 and WWNY’s programming will be available on channel 28.2.&lt;br /&gt;&lt;br /&gt;For assistance with antenna selection or orientation viewers can visit www.antennaweb.org. (Because the facility is so new the transmitter info may not be in the antennaweb database. Local Delivery on DISH Network</title><content type='html'>It has been sometime since I have commented on the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;DTV&lt;/span&gt;&lt;/span&gt; transition and any updates regarding &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;WWNY&lt;/span&gt;&lt;/span&gt; &amp;amp; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;WNYF&lt;/span&gt;&lt;/span&gt;.  That, in part, is because the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DTV&lt;/span&gt;&lt;/span&gt; transition has more or less come and gone.  It's true &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;LPTV&lt;/span&gt;&lt;/span&gt; stations still have not been mandated to transition or convert to all &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;DTV&lt;/span&gt;&lt;/span&gt; operations, but as my last post notes,&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;WNYF&lt;/span&gt;&lt;/span&gt;-CA in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Watertown&lt;/span&gt;&lt;/span&gt; has.  We are still awaiting FCC approval for &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;WNYF&lt;/span&gt;&lt;/span&gt;-LP in St Lawrence County.&lt;br /&gt;&lt;br /&gt;The application to convert &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;WNYF&lt;/span&gt;&lt;/span&gt;-LP to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;DTV&lt;/span&gt;&lt;/span&gt; operations was made last July.  We have been told our proposal has passed &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;Canadian&lt;/span&gt; review and the regulatory comment period has ended...so approval, barring any objections, should be days away.  United Communication Corporation has already ordered a new &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;DTV&lt;/span&gt;&lt;/span&gt; transmitter for our St Lawrence County operations and is preparing the site for installation.  As a reminder, when this project is complete &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;WNYF&lt;/span&gt;&lt;/span&gt;-LP will digitally be operating with channel 28.1 providing digital broadcasts of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;WNYF&lt;/span&gt;&lt;/span&gt; FOX-28 programming and 28.2 the HDTV programming of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_14"&gt;WWNY&lt;/span&gt;&lt;/span&gt;.  This operation will not only digitize the FOX operation in St Lawrence County, but will help back-fill &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;WWNY&lt;/span&gt;&lt;/span&gt; coverage to areas no longer served by our &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;Watertown&lt;/span&gt;&lt;/span&gt; signal as a result of the transition to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_18"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;DTV&lt;/span&gt;&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;One final update, DISH Network added local stations to their system last Thursday.  Subscribers of DISH Network can now receive satellite broadcasts of our signals. Its broadcasts are in HDTV, which of course provides greater resolution and a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;widescreen&lt;/span&gt; presentation.  &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;WNYF's&lt;/span&gt; programming on &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;WWNY's&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;subchannel&lt;/span&gt; 7.2, is standard definition.  To enjoy the greater resolution broadcasts of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;WNYF&lt;/span&gt; you will need an HDTV with a digital tuner.  Viewers will need to rescan for &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;DTV&lt;/span&gt; channels to capture the new broadcasts of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;WNYF&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;Don't hesitate to pass on successful reception stories ... this will help us gauge "real-world" coverage.&lt;br /&gt;&lt;br /&gt;It is considered a low-powered station, but its coverage is much greater than its analog coverage. Now all full-powered TV stations are broadcasting digitally.  I note "full-powered" because &lt;span id="SPELLING_ERROR_1" class="blsp-spelling-error"&gt;LPTV&lt;/span&gt; stations, like &lt;span id="SPELLING_ERROR_2" class="blsp-spelling-error"&gt;WNYF&lt;/span&gt;-CA/&lt;span id="SPELLING_ERROR_3" class="blsp-spelling-error"&gt;WNYF&lt;/span&gt;-LP, or translators have no Federal mandate to convert...yet.  &lt;span id="SPELLING_ERROR_4" class="blsp-spelling-error"&gt;WNYF&lt;/span&gt;-CA does have plans to digitize and hopes to be broadcasting by summers end in HDTV.  We are exploring sites/frequencies etc for a &lt;span id="SPELLING_ERROR_5" class="blsp-spelling-error"&gt;Massena&lt;/span&gt; conversion as well.&lt;br /&gt;&lt;br /&gt;&lt;span id="SPELLING_ERROR_6" class="blsp-spelling-error"&gt;WWTI&lt;/span&gt; in &lt;span id="SPELLING_ERROR_7" class="blsp-spelling-error"&gt;Watertown&lt;/span&gt; was the last full-powered station to cease analog broadcasts and I suspect the transition to all &lt;span id="SPELLING_ERROR_8" class="blsp-spelling-error"&gt;DTV&lt;/span&gt; broadcasts went without a hitch....lucky guys.  &lt;span id="SPELLING_ERROR_9" class="blsp-spelling-error"&gt;WWTI&lt;/span&gt; did not change frequencies or any technical parameters like &lt;span id="SPELLING_ERROR_10" class="blsp-spelling-error"&gt;WWNY&lt;/span&gt; did in February.&lt;br /&gt;&lt;br /&gt;We still take occasional calls from folks wondering if we are experiencing problems or if we are running low-powered and have any plans to upgrade the signal.  Fact is &lt;span id="SPELLING_ERROR_11" class="blsp-spelling-error"&gt;WWNY&lt;/span&gt; is and has been broadcasting a strong VHF channel 7 signal since 2/17/09...nothing has changed and there are no plans to change.  &lt;span id="SPELLING_ERROR_12" class="blsp-spelling-error"&gt;WWNY&lt;/span&gt; already applied for, was granted, and operates with a power increase over our original assignment from the FCC.  We have witnessed our signal throughout the area ...as far as 100 miles from the transmitter. Local stations on satellite might offer another option to viewers experiencing problems.  Stay tuned, we'll let you know how that progresses.  The Federal Law that allows satellite to carry local stations expires at the end of the year, and there may be changes to the law that forces satellite into offering local stations in all markets. What we have found is the signal is great most everywhere....but...without a good reception antenna it can leave you with the impression that its weak or missing.  In fact the new &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;DTV&lt;/span&gt; signal is not only stronger, but travels a further distance than our previous one... further than even the predicted coverage maps indicate.&lt;br /&gt;&lt;br /&gt;It's all about antennas.  The best choice is always an outdoor antenna.  It will capture a signal better &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;because&lt;/span&gt; of fewer obstructions and it is less likely to &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;receive&lt;/span&gt; reflected signals which can interfere with the performance of a TV set or converter box.  We also have found that basic antennas seem to work the best.  A good old &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;aerial&lt;/span&gt; with metal rods are best, not the flying saucer or airplane wing shaped antennas that are often marketed as "HDTV Ready".&lt;br /&gt;&lt;br /&gt;Indoor antennas may work in some locations, but are more subject to receiving reflected signals that confuse the sets/boxes. Rescanning was necessary to capture the changes we made to our signal.  WWNY also learned that it is good practice to delete any reference to channel 7 before rescanning.  Generally speaking both add/delete and scanning (auto-program, scan for channels etc) is found in the setup menu of the TV set or converter-box. Theoretically if you received our old (analog) signal well your antenna should work for DTV.  WWNY has found that is not always the case...we suspect its because "well" is a subjective thing...in actuality if the signal was only OK the box or TV set may not "lock-up" and display the new DTV programming.  An outdoor antenna is always the best choice.  Most indoor antennas (esspecially those marked as DTV or HDTV) are better suited for reception close to stations and for stations who broadcast on a UHF frequency.  WWNY now broadcasts digitally on a VHF frequency.  Why our switch from a UHF frequency to VHF??? VHF signals are less affected by the terrain, weather and travel further distances...however the antenna has to be well suited for VHF reception to capitilize on these improvements.  Orientation towards the station is also critical.  After making any antenna adjustments you should rescan. Its likely an antenna issue.  Try reorientation, rescanning, and unfortunately you may be faced with an antenna upgrade.&lt;br /&gt;&lt;br /&gt;We are tracking reception complaints and trying to determine if there are any problem areas. Our new DTV signal is full-power, in fact, we actually were permitted to boost the power over what was originally assign to us.  It has an omni-direction pattern (as opposed to the old DTV directional pattern) and its antenna is mounted at the top of our tower (as opposed to the side-mount the old DTV signal had.) After the analog shutoff we can make changes to our signal that will more closely replicate the service area our analog signal had. &lt;br /&gt;&lt;br /&gt;Any viewer that has &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;received&lt;/span&gt; our analog signal well, should now be served with our &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;DTV&lt;/span&gt; one...even the folks who could not &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;receive&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;DTV&lt;/span&gt; at all or those who were getting &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_8"&gt;intermittent&lt;/span&gt; service. WWNY believes a majority of our viewers are already prepared for all digital broadcasts.&lt;br /&gt;&lt;br /&gt;Shutting the analog signal off early permits us to make technical changes to our DTV broadcasts which should improve its range and consistency. During our soft analog shutoff tests we received calls from a large number of folks who took measures to receive digital broadcasts but were having difficulty receiving our current DTV signal. These changes should address these issues.&lt;br /&gt;&lt;br /&gt;Viewers who are currently receiving our DTV broadcasts will need to re-scan their television or converter boxes on 2/18/09 to capture these changes. The programming of WNYF is also available via a secondary channel (7.2) of WWNY’s digital broadcasts.&lt;br /&gt;&lt;br /&gt;Low-powered stations do not have a mandate to cease analog broadcasts, nor a mandate when they must be all digital. WNYF-CA holds a construction permit to construct a digital facility of its own. This action mirrors the action the Senate took last week...an action encouraged and endorsed by President Obama. His signature into law is essentially a formality.&lt;br /&gt;&lt;br /&gt;Availability of a coupons towards converter boxes as well as a general feeling that the public is unprepared is the reasoning for the delay. In our market it does give folks who may need to address antenna issues more time, and perhaps better weather, to install or adjust rooftop antennas.&lt;br /&gt;&lt;br /&gt;One provision of the new law is the ability for a station to sign analog off earlier than June. Stations in several markets have indicated they will proceed with the February shutoff since they feel their markets are prepared and they wish not to spend &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;un-budgeted&lt;/span&gt; dollars towards the high utility bills experienced with running two transmitters. Emergency responders waiting for freed up radio spectrum will be permitted to obtain and use frequencies given up by those broadcasters.&lt;br /&gt;&lt;br /&gt;In this blog I have indicated &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;WWNY&lt;/span&gt; will be making some technical &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;changes&lt;/span&gt; to our digital broadcasts after the analog shutoff. Probably!</title><content type='html'>Yesterday the Senate passed a bill to delay the DTV deadline to June 12.  The House is expected to follow today or tomorrow.  President Obama called for the delay saying the public is not ready, more time was needed for folks to prepare and Congress needed to free up funding for the coupon program.&lt;br /&gt;&lt;br /&gt;Nielsen Media Research says 5.7 percent of all U.S. homes are still completely unready for the digital TV transition.  That represents 6.5 million households.  It hard to believe after the broadcast industries intense Public Service campaign, that so many folks are still unprepared, but I guess its human nature to procrastinate.&lt;br /&gt;&lt;br /&gt;One provision of the Senate bill is a clause that says broadcasters can switch to all digital broadcasts prior to the deadline in June.  This is good news for stations who had not budgeted for the extremely high utility costs associated with broadcasting both a DTV and analog signal, or for stations that had technical crews already scheduled for tower work, and for the emergency responders who would benefit from freed-up spectrum.  A delay, however, benefits the viewer who might be faced with an antenna upgrade.  Now they will not have to battle the winter elements installing a new outdoor antenna.&lt;br /&gt;&lt;br /&gt;Just when WWNY and other Watertown broadcasters make the switch is unknown.  We hope to work with the other broadcasters to determine an appropriate date.  In the meantime we continue to encourage viewers to buy DTV equipment and try to recieve our broadcasts. We encourage you to convert ASAP either with a convert box or the new purchase of a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;DTV&lt;/span&gt;&lt;/span&gt; set. APPLY, BUY &amp;amp; TRY... APPLY for the coupon, BUY a box and TRY it now! Act now to work out the bugs... you really don't want to be climbing on your roof next February if its an antenna issue.&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;NEW INFO (12/19)- This past Wednesday we conducted a soft analog shutoff test. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;WWNY&lt;/span&gt; sent a message to viewers of only our analog signal that they needed to take action as this signal would be turned off in February. We have taken a great volume of calls from viewers (please be patient we are doing our best to return calls). A great number of viewers have made the upgrade either by purchasing a new &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;DTV&lt;/span&gt; television set or &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DTV&lt;/span&gt; Converter-box but still saw the message. This is an indication that they were watching the analog signal, not the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;DTV&lt;/span&gt; one. Many new sets have both an analog and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;DTV&lt;/span&gt; tuner built-in. An indication that you are &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;receiving&lt;/span&gt; the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;DTV&lt;/span&gt; signal is the channel will display as 7.1 &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;WWNY&lt;/span&gt;-&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;HD&lt;/span&gt; or 7.2 &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;WNYF&lt;/span&gt;-SD. Channel 7.0 is the analog signal. Their pioneering spirit and action has been closely followed by government officials and fellow broadcasters. Lessons learned from Wilmington could help the rest of the country when the February 17, 2009 analog cutoff deadline is met.&lt;br /&gt;&lt;br /&gt;Of the 1221 phone calls received in Wilmington's first 2 days of the analog cutoff, only 23 were from viewers who were unaware of the switch. Many of the calls related to converter box setup issues or a lack of reception.&lt;br /&gt;&lt;br /&gt;So what can Watertown viewers take from Wilmington.&lt;br /&gt;&lt;br /&gt;First, get your DTV converter box prior to the February cutoff. WWNY has been broadcasting a full-time DTV signal since 2003. This is a transition from analog to DTV broadcasts. February 17, 2009 marks the day analog broadcasts end, not the day DTV begins. In fact, 1631 stations are broadcasting digitally now in 211 TV markets. That represents 76% of all US homes.&lt;br /&gt;&lt;br /&gt;Take advantage of the clearer pictures, sound, and additional channels now. Transitioning to DTV now provides you time to fine-tune converter box setup issues or time to fine-tune or address antenna issues without missing out on any of your favorite programs.&lt;br /&gt;&lt;br /&gt;Common setup issues include not setting your analog television to channel 3 or 4 before turning on the converter box. Not re-scanning for channels after re-orienting the antenna. Not properly attaching the antenna to the DTV set or converter box.&lt;br /&gt;&lt;br /&gt;Antennas are key to good reception. Theoretically if you receive a strong analog signal from your favorite television station, you should receive their DTV signal with no problems. If you live in a fringe area you may have issues with reception.&lt;br /&gt;&lt;br /&gt;With DTV you either get a perfect signal or none at all (this is called the "cliff-effect"). With analog broadcasts weak reception results in a snowy or ghosty signal.&lt;br /&gt;&lt;br /&gt;Antenna selection and orientation is key. Keep in mind an outdoor antenna is always the best bet for reception.&lt;br /&gt;&lt;br /&gt;Now something you need to know. WWNY currently broadcasts on a UHF frequency...on February 17, 2009 WWNY will change to a VHF frequency. If you are purchasing an antenna be sure to buy a combo UHF/VHF antenna. In February you will likely need to re-scan your receiver since we are changing frequencies.&lt;br /&gt;&lt;br /&gt;Why are we making this change? Because VHF frequencies are less affected by the terrain and weather conditions. Folks living in fringe areas may have a better time receiving WWNY after we make this change. WWNY has also applied for a power increase.  &lt;/span&gt;If you subscribe to Time Warner Cable systems and utilize an HDTV you can also receive &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;WWNY&lt;/span&gt; &amp;amp; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;WNYF&lt;/span&gt;’s HDTV broadcasts. &lt;/li&gt;&lt;/ul&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;&lt;ul style="MARGIN-TOP: 0in" type="disc"&gt;&lt;li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list .5in"&gt;If you view our televisions stations via an antenna you will need a newer television with a built-in &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;DTV&lt;/span&gt;  &lt;/span&gt;This “multi-cast” channel of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_22"&gt;WWNY&lt;/span&gt;-&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_23"&gt;DT&lt;/span&gt; channel of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_27"&gt;WWNY&lt;/span&gt;’s CBS programming is in 16:9 widescreen HDTV.&lt;span style="mso-spacerun: yes"&gt;  When programs are not originated in 16:9 HDTV, 4:3 programs are upconverted and have black or colored bars on the sides to fill the 16:9 screen.  This is called pillar boxed.&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;p class="MsoNormal"&gt;&lt;o:p&gt; &lt;/o:p&gt;&lt;/p&gt;&lt;ul style="MARGIN-TOP: 0in" type="disc"&gt;&lt;li class="MsoNormal" style="mso-list: l0 level1 lfo1; tab-stops: list .5in"&gt;Current &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_28"&gt;DTV&lt;/span&gt; broadcasts are on the UHF frequency of channel 35.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;After 2/17/2009 all of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_29"&gt;WWNY&lt;/span&gt;’s &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_30"&gt;DTV&lt;/span&gt; broadcasts will be on VHF channel 7.&lt;span style="mso-spacerun: yes"&gt;  &lt;/span&gt;This move is being made to improve the reception for viewers in fringe areas and to reduce our energy consumption and costs. It will utilize channel 35 which is being vacated by &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;WWNY&lt;/span&gt; after February 2009.&lt;br /&gt;&lt;br /&gt;What is worth noting is &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;WNYF's&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;DTV&lt;/span&gt; facility will have a much greater range than its analog counterpart. In fact, the service contour predicted by engineers encompasses almost all of Jefferson and a good part of Lewis Counties. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;WWNY&lt;/span&gt;-&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;DT&lt;/span&gt; will continue to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_9"&gt;multicast&lt;/span&gt; the programming of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;WNYF&lt;/span&gt; on a secondary channel for folks who live beyond &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;WNYF's&lt;/span&gt; &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_12"&gt;DTV&lt;/span&gt; service area....the only difference is the stand-alone &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;DTV&lt;/span&gt; channel will be in HDTV, while the secondary channel is in standard-definition. It is also a CP for a service area that replicates our analog service area (our original assignment did not, but now after waiting for Canadian coordination and approval it does.)&lt;br /&gt;&lt;br /&gt;As you might recall, WWNY was originally assigned UHF channel 35 for DTV operations that began full-time operations in 2003. We were to operate both analog channel 7 and UHF DTV channel 35 until 2/17/2009. On 2/17/2009 analog channel 7 must be turned off. On that date we will start DTV broadcasts on VHF channel 7 and DTV broadcasts on channel 35 for WWNY will end. This is being done because VHF channel 7 is a frequency less affected by terrain issues and weather conditions. It is also more energy efficient to operate.&lt;br /&gt;&lt;br /&gt;For most viewers the change will go unnoticed, DTV tuners currently say we are channels 7.1 WWNY-HD and 7.2 WNYF FOX-28, and they will continue to say that after 2/17/2009. The transport, if you will, will change not the channel identification or its programming. For others the change to a VHF frequency with improve their chances to receive our signal, especially in terrain challenged and fringe areas.&lt;br /&gt;&lt;br /&gt;Friday, WWNY applied for an increase in power over what was approved on Tuesday. This was done to expand and improve our signal in those same terrain challenged and fringe areas we had hoped to reach with the approval we received Tuesday. It also might help compensate for the differences in DTV signals and analog signals (the cliff effect.)&lt;br /&gt;&lt;br /&gt;Sometime after 2/17/2009 we hope to begin DTV broadcasts on channel 35 for WNYF FOX-28 in HDTV. Whenever that occurs the branding will continue as FOX-28 even though the "transport" is on the frequency of channel 35.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The FCC has recently posted the following new DTV publications. If you live in an area that gets marginal analog coverage you may not get any &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;DTV&lt;/span&gt; coverage. The reason is a the "cliff effect". In the analog world when the signal gets weak you get a snowy/&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;ghosty&lt;/span&gt; signal...this snowy and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;ghosty&lt;/span&gt; signal may even be &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;received&lt;/span&gt; beyond our expected coverage area. In the digital world you either get a perfect signal or none at all. I guess the name implies you get the signal until you fall off the cliff.&lt;br /&gt;&lt;div&gt;&lt;div&gt;&lt;/div&gt;&lt;br /&gt;&lt;div&gt;The FCC assigned &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;DTV&lt;/span&gt; specifications that were suppose to replicate a station's analog coverage...so theoretically if you get the station's analog signal you should get their &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;DTV&lt;/span&gt; one. The real world differs from the theoretical one.&lt;br /&gt;&lt;br /&gt;Here is a coverage map for &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;WWNY's&lt;/span&gt; analog signal. We have generally found the coverage matches the coverage maps or in some areas exceeds it. As is the case with analog reception, an outdoor antenna is also the best choice for DTV. If you are currently using an indoor set of "rabbit-ears", they may work just fine with DTV.&lt;br /&gt;&lt;br /&gt;Currently WWNY-DT's DTV signal is broadcast on the UHF frequency of channel 35. In February 2009 when analog is turned off, WWNY will revert back to the VHF frequency of channel 7. Our plans are for WNYF FOX-28 to assume the channel 35 UHF frequency for it digital broadcasts in HDTV. (I have outlined this is previous posts.) The other Watertown broadcasters are and will continue to broadcast on UHF frequencies.&lt;br /&gt;&lt;br /&gt;I mention all this because if you are investing in an antenna for DTV over-the-air reception I encourage you to get a combo VHF/UHF capable antenna. This digital feed not only negates the need for the pass-&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;thru&lt;/span&gt; feature, but for many will make the programming of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;WNYF&lt;/span&gt; FOX-28 available in areas not served by FOX-28's analog signal. We were then fearful that delays in receiving timely approval could impact our ability to meet the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DTV&lt;/span&gt; 2009 deadline or serve our entire audience.&lt;br /&gt;&lt;br /&gt;Yesterday the FCC positively acted on our Petition to Reconsider our assignment. Ramblings on DTV/HDTV</title><content type='html'>It frustrates me that folks often only associate HDTV with &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;DTV&lt;/span&gt;. HDTV is only one of 18 formats of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;DTV&lt;/span&gt;...it is the highest quality format...but it is not the only advantage of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;DTV&lt;/span&gt;. Oh, and by the way, HDTV is not mandated by the Federal Government only &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DTV&lt;/span&gt; is.&lt;br /&gt;&lt;br /&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;DTV&lt;/span&gt; offers ghost &amp;amp; snow-free reception, more channels (&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;multicasting&lt;/span&gt;), and an electronic program guide. Interactive and data services are also being explored. That said, HDTV has the WOW factor. I've read studies that indicate homes with HDTV watch more TV, the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;TV's&lt;/span&gt; in those homes generally seek out HDTV programs before standard definition or analog programs, and those viewers crave more HDTV channels.&lt;br /&gt;&lt;br /&gt;I'm a electronic gadget geek....my wife is not. There are only 2 devices I've seen her impressed with ... a Bose Wave table-top radio and HDTV. Like most guys I've always wanted a big screen TV...like most women she thought they took up too much room. (Our first HDTV set was only 26", but it's HDTV display still impresses her.) Like many women, her stance has changed now that flat-panel LCD or Plasma &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;TV's&lt;/span&gt; are available and more affordable.&lt;br /&gt;&lt;br /&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;DTV&lt;/span&gt; does have a WOW factor too... One of the main purposes of this blog was to educate viewers on the analog cutoff and the need to prepare for it, &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;especially&lt;/span&gt; if an over-the-air viewer. Recently I &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_10"&gt;acquired&lt;/span&gt; a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_11"&gt;DTV&lt;/span&gt; to analog converter box...the kind which is &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_12"&gt;eligible&lt;/span&gt; for the $40 coupon. This converter box's sole purpose is to extend the life of a viewers analog TV and it provides a relatively low-cost conversion to &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_13"&gt;DTV&lt;/span&gt;. The WOW factor comes from the fact that in our cement &amp;amp; steel studio location I can &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_14"&gt;receive&lt;/span&gt; 7 free channels of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_15"&gt;DTV&lt;/span&gt; from the 3 &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_16"&gt;Watertown&lt;/span&gt; broadcasters...on a set of rabbit ears. Even channel 7's strong analog signal can't deliver a picture close to the quality of these &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_17"&gt;DTV&lt;/span&gt; pictures. The box also provides an electronic program guide.&lt;br /&gt;&lt;br /&gt;I've &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_18"&gt;received&lt;/span&gt; a number of e-mail and calls asking why they should apply for a coupon to get a box now....can't they wait until 2009. First off there is a limited supply of coupons and they are being made &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_19"&gt;available&lt;/span&gt; on a first come first serve basis. As you may recall, analog sets can continue to serve viewers after the 2/17/2009 analog shutoff if connected to a DTV converter box. WWNY channel 7's DTV assignment was UHF channel 35. We were assigned the maximum power output of 1000Kw. The assignment was suppose to replicate what is known as the Grade-B service contour of the analog station, but the 1000Kw power cap actually prevented that from happening.&lt;br /&gt;&lt;br /&gt;Because our channel 7 analog antenna is situated on the top of our tower (and we were required to operate both analog &amp;amp; DTV transmitters for the transition) we had to mount the channel 35 antenna on the side of the tower. That placement created a null in our coverage, so a directional antenna was utilized to help make-up for the null. The end result is that operating on UHF channel 35, with a side mount, the power cap, and a directional antenna only allows us to serve 80% of what had been channel 7's analog Grade-B service area. UHF frequencies also require high power consumption to replicate the same territory as a VHF frequency and are more affected by the terrain and weather conditions.&lt;br /&gt;&lt;br /&gt;It had always been part of the FCC plans in the transition to allow stations to return one of the frequencies assigned to the station for use during the transition. Even though United Communication Corporation invested over a million dollars in channel 35 transmission equipment, we always had planned to revert back to channel 7 for final DTV operations. We could re-use the top-mounted omni-directional antenna and could operate with a less energy consuming transmitter. We also could gain back some of the service area lost from that UHF assignment.&lt;br /&gt;&lt;br /&gt;Unfortunately as it now stands that is not the case. The final channel assignment table does allow WWNY to revert back to channel 7, but with the technical parameters assigned to channel 35. Friday was an important day in the life of WWNY-DT and the public we serve. On Friday we submitted an application to amend our assignment, to better replicate the analog Grade-B contour. Since it is a goal of the FCC for stations to continue to serve the public they always have, and since this amendment will not adversely affect anyone we are confident we will receive it. After all, our world is all about being digital and wireless.  Being digital brings better pictures, sound and multicast channels...and all these &lt;em&gt;free services&lt;/em&gt; are available without your TV set being tied to a wire (cable, satellite or phone/telco service) which you pay for.  Some television purists also content that OTA HDTV broadcasts provide a better picture than HDTV broadcasts on cable or satellite. &lt;br /&gt;&lt;br /&gt;In 1954 when WWNY-TV started broadcasting it was the only OTA broadcast program service available in the "Watertown DMA".  (DMA is a Nielsen ratings term for the North Country television market, which encompasses Jefferson, Lewis &amp;amp; St Lawrence Counties.)  In the 70's Public TV began broadcasting...in the 80's WWTI, an ABC affiliate was added...in 2001 WWNY added FOX to the market on WNYF FOX-28.&lt;br /&gt;&lt;br /&gt;Today the Watertown DMA is served by these three groups ... all offering one program service in HDTV and additional standard definition (SD) multicast channels...a total of 7 &lt;em&gt;free&lt;/em&gt; OTA DTV broadcast channels.&lt;br /&gt;&lt;br /&gt;WWNY-DT offers CBS in HDTV and the programming of FOX in SD, we've been offering this digital service since 2002.  WWTI offers ABC programming in HDTV and SD programming of the CW. This is esspcially important if you are an over-the-air viewer.&lt;br /&gt;&lt;br /&gt;The National Association of Broadcasters plans to provide speakers to community groups to explain the transition. Its anticipated that over 8000 speeches reaching 1 Million persons will occur between now and February 17, 2009.&lt;br /&gt;&lt;br /&gt;The NAB has produced a great video, which you might see if you attend one of these meetings. The real question was how. Early information suggested that cable companies could downconvert DTV signals to an analog format only at the subscribers television set. That also suggested that cable subscribers who currently do not have cable boxes would have to upgrade.&lt;br /&gt;&lt;br /&gt;The ruling yesterday allows cable companies to downconvert DTV signals at the cable headend (for 3 years)...thus allowing them to continue to provide box-free service to analog subscribers. This is a plus for cable companies who were concerned that they would not have enough boxes to go around and is good for subscribers who did not want to upgrade to cable services requiring a box. For broadcasters the concern about cable companies only providing analog signals (downconverting the DTV signal and not providing the DTV signal) has been addressed. Cable companies must provide both analog &amp;amp; digital signals to customers. A digital signal is not affected by noise or ghosting....you either get it perfect or not at all. Even a digital signal from a cable box or satellite receiver has a better quality look than an analog signal. But DTV offers more...higher quality video, more choices and interactivity.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;HDTV-&lt;br /&gt;HDTV gets all the buzz and is often mistaken as being the only benefit of DTV. That said, it is the most dramatic change to television.&lt;br /&gt;&lt;br /&gt;An HDTV signal is the highest quality DTV signal possible, available in 2 formats 1080i or 720p. Both fill a 16:9 widescreen. The numbers represent the lines of resolution and the "i" stands for interlaced scanning and the "p" stands for progressive scanning. Interlace is a traditional television format and in HDTV some folks content it, with the higher resolution, gives the picture an almost 3-dimensional look. Progressive scanning has traditionally been a format used in computers and is supposedly better at handling fast motion and graphics. Either format stands apart from the normal 480i lines of resolution in a 4:3 screen. When mated with 5.1 Dolby surround sound there is a theater-like experience.&lt;br /&gt;&lt;br /&gt;Multicasting-&lt;br /&gt;Another feature of DTV is a station's ability to broadcast multiple program feeds on one channel of television. Generally speaking a 6Mhz channel of television could have up to 6 programs feeds. Stations that offer one feed in HDTV really do not have much bandwidth for more than one additional channel. A lot depends on the content...fast motion video requires more bandwidth than static or slow moving video. There are expensive systems that manage bandwidth allowing stations to squeeze as much from their 6Mhz assignment...WWNY-DT does not have one of those systems at the present time.&lt;br /&gt;&lt;br /&gt;WWNY-DT does multicast. On channel 7.1 we offer WWNY's CBS programming in 1080i HDTV. Not all programs are originated in HDTV...so we "upconvert" standard video to that format. One tell-tale sign of an upconverted program is that it is not as crisp looking and is not in the 16:9 screen format.&lt;br /&gt;&lt;br /&gt;On channel 7.2 WWNY-DT offers a standard definition (480i/4:3) digital feed of the programming of WNYF FOX-28. We think this service is of value for a couple of reasons. WNYF analog is a low-power station with a limited service area. As a multicast channel on WWNY's digital signal, our service area is extended. The other reason is WNYF, as a low-power station, does not currently have a digital frequency and is not mandated to broadcast digitally. Multicasting on WWNY's signal provides viewers who invested in a digital television an additional digital channel to view.&lt;br /&gt;&lt;br /&gt;Post 2/17/2009 WNYF does plan to broadcast digitally, even in HDTV*. We have applied for a license that will increase our service area over the current analog service area, but as a licensed low-power station it still will not have the range of WWNY-DT a full-powered station.&lt;br /&gt;&lt;br /&gt;More-&lt;br /&gt;Another feature of DTV is that station's broadcast an Electronic Program Guide (EPG). You may be familiar with an EPG from cable or a satellite service. You can "interact" with the guide to see what's on, what's coming up, get a storyline description, determine the content rating, etc.&lt;br /&gt;&lt;br /&gt;Other services are being explored by stations. You might be able to use a multicast channel to download the local newspaper, download music files for your I-Pod...perhaps even use your remote for polling, contests, and on-line purchases. It usually follows statements and questions like, I like TV the way it is...I don't have any interest in buying a new set...What's wrong with the way things were? The answer to the question is complex and differs depending who you talk to.&lt;br /&gt;&lt;br /&gt;Federal Law mandates the transition from analog to digital television. That train has left the station and it will occur on 2/17/2009. On the National Telecommunications And Information Administration (&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;NTIA&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;) website it states the most often quoted response:&lt;br /&gt;&lt;br /&gt;"Digital television (&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;) is revolutionizing the television marketplace, offering improved service quality, greater service innovation, and new capabilities not currently available from the analog broadcast television service. &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; will allow broadcasters to offer viewers better image and sound quality and also more programming choices.&lt;br /&gt;&lt;br /&gt;There are other benefits to the nation as well. The &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; service is designed to use radio spectrum more efficiently than the current analog service. Therefore, upon completion of the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; transition, the Federal Government will reclaim and reassign analog broadcast television spectrum to other important uses, including public safety and advanced wireless services."&lt;br /&gt;&lt;br /&gt;Now it is true &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; offers snow and ghost free reception and additional services like &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;multicasting&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;, interactivity and HDTV from the same 6&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;Mhz&lt;/span&gt;&lt;/span&gt;&lt;/span&gt; channel as analog TV. With analog TV you get one channel of television, no additional services. In most markets analog stations are spaced out so that there is no co-channel or adjacent channel interference. This is less of a problem with &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_8"&gt;DTV&lt;/span&gt;&lt;/span&gt;&lt;/span&gt;, so the government is reducing the television allocation from channels 2-69 to 2-51. Channels 52-69 will be made available for public safety and advanced wireless services.&lt;br /&gt;&lt;br /&gt;Since 9/11 and Hurricane Katrina the public safety aspect has gained traction. We all have heard of the difficulties emergency services had communicating during these disasters. So spectrum being made available to public safety is a good thing.&lt;br /&gt;&lt;br /&gt;But let's face it the "advance wireless services" is all about money. The government plans to auction off an estimated $10 billion worth of spectrum previously used for analog television broadcast signals for commercial and other new radio services.&lt;br /&gt;&lt;br /&gt;Now I contend there’s more to the story… In the mid 80’s wireless companies were indeed seeking spectrum held by broadcasters. Broadcasters (as an industry) trying maintain spectrum said they needed the extra-unused channels for advanced services like the Japanese developed analog HDTV. That bothered government officials and members of Congress. Were we going to cede another market to the Japan?&lt;br /&gt;&lt;br /&gt;So a competition was launched, whoever created the most innovative and technologically advance television system would win the marketing rights in the U.S. and probably much of the world. It was about nationalism and jobs…politics and money. The end result of the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;competition&lt;/span&gt; was the development of a digital transmission standard, that still allows the government to recoup &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_10"&gt;un-&lt;/span&gt;used spectrum and make it &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_11"&gt;available&lt;/span&gt; to public safety and other wireless services. For the “transition” we are also operating 2 transmitters (analog &amp; digital), so our energy costs are very high. That figure represents around 20% of the total households using &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;TV's&lt;/span&gt;&lt;/span&gt;...the rest are hooked to satellite or cable. Within that 70 million set figure there are, no doubt, households that have a combination of television sets that are connected to cable or satellite, and others within the same household that are not. Those kitchen or bedroom sets are relying on off-air reception. It has been estimated that more than half of the 20% that rely on off-air reception are unaware or have limited knowledge that the analog broadcasts will end in 2009.&lt;br /&gt;&lt;br /&gt;No viewer should be left behind. That is in part why we have devoted space on our website to educate the viewer. I suspect you will also see an industry wide public service campaign in the upcoming weeks and months ahead and the Federal government has committed 5 million dollars to &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;publicize&lt;/span&gt; the change... Of note, the government has been &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;criticized&lt;/span&gt; in many circles for not &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;committing&lt;/span&gt; enough money to publicity. Five million dollars, for example, is just a fraction of the amount the UK, a much smaller country, is spending promoting their transition to digital. Knowledge is key.&lt;br /&gt;&lt;br /&gt;There has been lots of conjecture that many of that 20% are low-income, elderly, or minority households. A recent survey by the Association of Public Television Stations reported those viewers have only slightly lower incomes and are slightly less educated... generally, they are similar to cable &amp;amp; satellite viewers. No matter your income, education, or age...no one should lose service of their television and the service local television provides in the form of news, information, emergency broadcasts and entertainment &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;because&lt;/span&gt; of a lack of knowledge. Spread the word... TV IS CHANGING, DON'T GET LEFT BEHIND. It will require some changes by the consumer...either in the form of a new television set purchase, a &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;settop&lt;/span&gt;&lt;/span&gt; box purchase, or connection to cable or satellite.&lt;br /&gt;&lt;br /&gt;The same law that mandates the analog cutoff also provides funding for $40 coupons that can be used towards the purchase of a digital &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;settop&lt;/span&gt;&lt;/span&gt; box that can &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;receive&lt;/span&gt; off-air digital signals and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;downconvert&lt;/span&gt;&lt;/span&gt; them for use on an analog &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;TV&lt;/span&gt;. Boxes will likely cost a bit more than $40 (estimates recently have them at approximately $60), so the coupons will assist but not fully subsidize the transition for low-income households.&lt;br /&gt;&lt;br /&gt;After New Years 2008, all households can request up to two $40 coupons. After the first $990 million in coupons are distributed another $510 million will be distributed to households that rely &lt;em&gt;&lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_7"&gt;solely&lt;/span&gt;&lt;/em&gt; on off-air reception. Those dollar figures account for only 34 million sets of the 70 million affected by the analog cutoff. They will continue to provide over-the-air broadcasts (and signals to cable &amp;amp; satellite), just in a digital format. Fact is, most broadcasters (including WWNY since 2002) have been broadcasting digitally along with their traditional analog signal.&lt;br /&gt;&lt;br /&gt;After 2/17/09 in order to continue to receive programming you must have invested in a digital television set with a built-in "integrated" digital tuner, a digital settop box that receives the digital signal and downconverts it to an analog format for displayed on your standard (analog) TV, or subscribe to a cable or satellite service* whose box will downconvert the digital signal for a standard TV. A Digital TV could be a set capable of displaying high-definition pictures (HDTV) or a lower cost SDTV (standard-definition television set), but to receive the signal it will need an integrated digital tuner or be connected to a settop box described above. All television sets manufactured since March of this year are required to have an integrated digital tuner. Some DTV sets sold prior to that date do not, and require a settop box.&lt;br /&gt;&lt;br /&gt;If you are an off-air viewer, a rooftop antenna is still your best bet for reception, but a set of rabbit-ears may work. One of the best features of DTV is that the signal you receive will be noise and ghost free...DVD quality pictures and sound.&lt;br /&gt;&lt;br /&gt;Digital broadcasting offers other features, like multicasting (multiple program feeds on a single channel), a digital program guide, and some programs in HDTV.
